Bug 20852 added an option to only log in locally. Currently this option has no API support.

API support should be added, as there is even more reason there to want to do a local login only.

Just noting that bug 20852 has been reopened, and the feature may be reverted. Implementation of this should wait until that bug reaches a resolution.

This request is obsolete now that bug 20852 got reverted and WONTFIXed.
