As the situation is now one can choose between all languages with a language
file (LanguageXx.php) at installation time or in the user preferences. This
includes languages that just inherit from other languages (LanguageBm.php and
LanguageNon.php f.ex.) and languages with severely outdated language files
(LanguageNo.php f. ex.).

This gives a false impression to the user, since he/she will probably expect a
full translation and not french when he chose Bambara.

I think we should at least strip the MediaWiki distribution of these files. For
the Wikimedia projects I'm not sure what should/could be done.

The real problem is that language file badly need updates.
I am thinking about it actually.
