Template:Small and sup contains: '''Template:Small and sup:''' <small><sup>{{{FOO}}}</sup></small> {{small and sup|FOO=using "escape" </sup></small>small and sup<small><sup> in the paremeter}} looks odd. It is neither clear to me how rendering *should* work nor if this is a bug. Rendering of <small> and <sup> appears correct. Your invalid template is trying to close tags inside a template which aren't open there, this is illegal.
