CollapsibleNavs places navigation items outside any block. Ie. there's no title for them sayin 'navigation'

I have no idea how to retest this in WikiEditor.

I think I was refering to how, under vector https://en.wikipedia.org/wiki/Main_Page shows Main Page, Contents, Featured content, etc. without the 'navigation' heading (it was removed by the javascript).
