Currently we test new banners on test.wikipedia.org which works well for basic banner verification but fails to capture project specific quirks. We've had a number of cases where a banner looks great in preview and test but looked horrible on the specific language/project due a local project/language customization that we had no anticipated. 

We could possibly add a usebanner=blah or use a js based gadget to flip them on/off for testing.

Functionality has now been added, deployed, and documented.
