I know people have discussed this before but I haven't been able to find an open bug on it. Currently if an IP is blocked locally for account creation a user can still create an account by creating it on another wiki then autocreating with their new unified account. This has unfortunately become a known hole for quite a few vandals and would be great to get it plugged if possible.

Let me know if you need examples or more info
