Is there a way Firefogg can be used offline? 
I would like to use Firefogg locally in my network.

You can visit firefogg.org/make to convert ogg files locally. 

If you want to use the app in an offline network you can check out the code and run the /tests/Firefogg_GUI.html page locally. 
the present svn url for the code is:
http://svn.wikimedia.org/svnroot/mediawiki/branches/js2-work/phase3/js/mwEmbed/

Also I believe jan packaged an off line version of firefogg at one point.
