wgUseAJAXCategories adds an "Add category" to a page, even if the user may not edit the page. Even worse, there is no error message, the addition fails silently. It may be too expensive to ask the server beforehand if the page can be edited, but the javascript could at least compare wgRestrictionEdit with wgUserGroups, both of which are exported as javascript vars.
