* Open the link dialog
* The dialog is not wide enough
* Type a letter in the target textbox. A green or orange circle appears below the textbox
* Switch to the external tab and back
* The dialog is now wide enough

The new, revamped link dialog doesn't require resizing anymore, so this should no longer be an issue. The old link dialog on http://prototype.wikimedia.org/deployment/ may still have this issue, though.
