Per the above URL, their seems to be a small consensus for a POTY mailing list. The list's name should be commons-poty@lists.wikimedia.org and the list admin should be me for now (use my reporter address on bugzilla).

To -l, or not to -l: that's the question. With -l seems to be the standard when looking at https://lists.wikimedia.org/mailman/listinfo
