It should be possible to have global gadgets. Especially useful for, for example, hiding global notices. I suppose they would be defined at Meta and I imagine a prerequisite would be global preferences (bug 14950), though I can't say for sure.

Although application/usage will still depend on Global preferences, this will be made possible by the ResourceLoader2 / Global gadgets implementation coming this summer.
