Per local consensus on fr.wikipedia, all administrators have now importers rights (the right enabling import from other wiki through XML document).

Could you add importer rights on the administrator flag?

This is a request for XML upload import, not transwiki. IIRC, we don't really give this out because it's not a 'secure' transfer. Instead, when needed stewards can assign the rights to trusted users when the community approves it, and remove them afterwards. Unless there's some very convincing reason this is actually needed, I'd definitely suggest not doing it.
