Following header causes the fail:

Quick test showed that removing {{ and # made it work again.

Still happening. Is this related to JS or html generation?

It's still happening, see URL, and it's not only about the JS shortcut but about all edit section links. Even https://test.wikipedia.org/wiki/Bug_19320?action=edit&section=1 actually brings to the second section.
