The message (This page lists the tags that the software may mark an edit with, and their meaning.) displayed at the top of [[Special:Tags]] should be controlled by a interface message (Mediawiki Namespace) and not hardcoded.

Or at least changed to clearly state it is a action by abuse filter and not the software (mediawiki) tagging the edit.

It's already a MediaWiki message (tags-intro), like all other text on every other special page in the universe.
