Ability to protect the image only but not the description page would be useful.

In most cases we actually want to protect the image from being modified, but we don't want in fact to disallow users to enhance or correct the description.

Maybe MediaWiki:ProtectedFiles could be the list of protected files and if you protected the File:Foo.png page it wouldn't protect the file itself (to vandalize the page is easier than to upload new image, especially for anons/newbies).
