Take this for example. wiki1 is a wiki that has the founder group as well as 8 other groups. wiki2 is a meta wiki that has the 8 groups but not the founder group. If your a steward on wiki2, you can change user rights on other wikis. So you do go to Special:Userrights and put in Userexample@wiki1, you get the 8 groups listed that you can change, but the founder group is not on the list. That's what happened to my wikis.
