In cases of suspected sockpuppetry (and ongoing arbitration on Wikipedia), a
partial blocking mechanism would be desirable.

Partial blocking consists of restricting a user to a particular namespace or
namespaces. So, for example, a particular known problematic user would be able
to edit the Talk:, Wikipedia:, and Wikipedia_Talk: namespaces, but be restricted
from the main and Template: namespaces.

[http://bugzilla.wikipedia.org/show_bug.cgi?id=4995] is somewhat related to
this: request to block users from uploading files only (especially for Commons).

I think this really would be useful, for example we have some trolls who would
be good authors, so we don't want to completely block them (and we can't because
there are many opposite-voters).

Would be cool if we could specify which namespaces he still may write on the
block page.
