As you can see in the example I've provided, links are numbered using Roman digits, exclusively. Cite extension doesn't suffer from the same bug when numbering its own links, because it uses $wgContLang->formatNum() to localize the numbers. However, the core parser doesn't do so, hence the Roman numbering.

Uses function language for formatting in r41340.

Please add a parser test case for this to confirm it doesn't regress in future...
