It is nigh impossible to use the useful templates from Wikipedia elsewhere due to heavy reliance upon other templates in each template.  It would be nice if there was an db dump of just templates that are useful, or even just templates.  Perhaps it could be an 'extra' for Mediawiki downloads, so a user could choose to install a 'useful template base'?

And who is the über-guru to decide what's a "useful" template is. 

Practically impossible.

Just use [[Special:Export]] and select "Include templates" (this was added somewhat recently).
