need to be restarted on tingxi :o)

It's running fine and reporting ru.wikipedia.org updates in #rurc.wikipedia (among its other tasks).

RC bots have been moved to a different server, and are not running on freenode anymore due to the 
constant problems we had with our connection getting blocked.

Go to #ru.wikipedia on irc.wikimedia.org, where the rc bot for ru.wikipedia.org is working fine.
