End of lines appear in place of commented text when doing substitution in new parser/preprocessor.

Increasing the priority, because it can really harm the look of many templates and pages.

Two comments on the same line are no longer considered to be line-eating comments. This is already listed at http://meta.wikimedia.org/wiki/MNPP under "expected differences".

Changing all WONTFIX high priority bugs to lowest priority (no mail should be generated since I turned it off for this.)
