When an article is being deleted, there will be a check box on that page that deletes the talk page at the same time

Talk pages should be retained, as they may contain information about why the page was deleted.

Actually, there's a speedy delete template {{db-g8}} for orphan talk pages. They should be deleted unless it's absolutely necessary to keep them. An option would probably be useful though. http://en.wikipedia.org/wiki/MediaWiki:Deletedtext tells admins if there is a talk page, so could work just as well.
