When the title of a main article is lowercase, the titles of the ancillary pages are inappropriately upper case.  The specific reference is for the Wikipedia article "cf."  

In fact, even the URL as shown above is incorrectly named.  It should be http://en.wikipedia.org/wiki/Talk:cf. to avoid confusion with http://en.wikipedia.org/wiki/Talk:Cf

Reproduction steps:

1.  Using any(?) browser, but specifically Firefox, open http://en.wikipedia.org/wiki/Main_Page
2.  In the "Search" field enter "cf." (without the quote marks) and enter return or click on "GO"
3.  Note that the title of this article is "cf."
4.  Click on the "discussion" tab.
5.  Note that the target URL is http://en.wikipedia.org/wiki/Talk:Cf.
6.  NOTE SYMPTOM: the target URL SHOULD BE http://en.wikipedia.org/wiki/Talk:cf. (not lack of capitalization.)
7.  Click on the "article" tab.
8.  Note that the title of this article is "cf."
9.  Click on the "edit this page" tab.
10. Note the title of this article is "Editing Cf."
11. NOTE SYMPTOM: The title of this article SHOULD BE "Editing Cf."
12. Note the target URL is "http://en.wikipedia.org/w/index.php?title=Cf.&action=edit"
13. NOTE SYMPTOM: the target URL SHOULD BE http://en.wikipedia.org/w/index.php?title=cf.&action=edit
14. Repeat steps 7-13 but using the "history", "move", "watch" and "unwatch"
15. Note the appearance of "Cf." in the responsive pages.
16. NOTE SYMPTOMS: In each instance reference should be made to "cf." and not "Cf."

That's mainly because that's the actual page you're editing/viewing history for/deleting, etc. and on wikis where titles are case sensitive (i.e. where we don't force titles to uppercase-initial), there's a difference which is important.

The display title is just that; it's for display purposes only.

[[Cf.]] contains {{Lowercase}} which causes to display "cf." instead of "Cf."

Talkpage doesn't contain such template, which might set similar behavior, however none of automatically generated pages such as history could contain it.

As been said in comment #1 - Wikipedia is forcing first capital letter. On the other side Wiktionaries don't, which means even automatically generated pages have still same case.
