Just a thought, how would it be to delete accounts that aren't used (accounts that made 0 edits) for a year? It would save a lot of time for people who would actually 'use' the usernames.

It's entirely possible to delete accounts right now. It's just that Wikimedia projects don't do this. There was a proposal on enwiki, which was never followed through: http://en.wikipedia.org/wiki/Wikipedia:Delete_unused_username_after_90_days.
