expr and ifexpr behave inconsistently when encountering certain punctuation characters. Sometimes they will output 'Expression error: Unrecognised punctuation character "�"'. Other times they will give no error at all and the page content will be blank.

-Does occur when using endash
-Does not occur when using underscore (output is consistent and correct)
