Converts normal spaces in front of percent signs into no-break spaces

Percent signs (%) must be preceded by a no-break space in french, like ";", ":", "!" and "?".

Mediawiki already converts normal spaces to non-breaking spaces when they're in front of some punctuations, whatever the language. It should just do the same with percent signs.

I don't think mediawiki should *add* a space before a percent sign because it'd be impossible to cite english text with the right typography.

It should probably be discussed elsewhere first (what units, exceptions, etc.). Maybe somewhere in wikipedia's talks or in another bug report.
