Request: to add functionality to the user preferences menu (under 'Misc'?), so
that users can force links to external sites and/or other articles to open in
new tabs or windows.
Reason: added user-friendliness to Wikipedia; it saves shift/ctrl clicking on
links to avoid navigating away from a page when following up links
