Is this necessary?? I found this when using 1.10rc that I downloaded from
http://download.wikimedia.org/mediawiki/1.10/

I can understand there being the need for an edit summary in the upload, move, 
import, bot status, block, protection and deletion logs, but for the user 
rights one this seems a bit strange - why was this added? 
Perhaps by default it could be greyed out, then ticked to enable an edit 
summary...

I'm not really sure of the purpose of this one, though.
