About a month ago, and in light of the Board's resolution, discussion over using
only files from Commons in spanish wikiquote (like spanish wikipedia and spanish
wikiversity) started. The resolution and discussion have been continually
announced with Sitenotice and with unanimous support it's been agreed to disable
local uploads.
