When adding a new section on an existing page, &editintro does not display
(although &preload works). This would be useful for providing instructions on
process pages, for example.

Could do something like this to special-case the section=new ... not sure if I
like it, the whole part of this code feels very hacky and I don't like messing
in it with more special cases.
