Dynamic dates only works for English at present (bug 248).

I've tested in my local wiki installation, and it's working for Indonesia
language. Here ara some facts:

* Indonesian only use latin characters
* Formal date format in Indonesian is the same like English (1 Jan 2007),
although Indonesian rarely use Jan 1, 2007.
* The name of the months is also pretty much the same with slight differences
only in spelling, e.g. January -> Januari, May -> Mei, August -> Agustus, etc.

We need this to feature to be activated to make it easier to make links, e.g.
[[2007-01-01]] currently will produce a "red link" while if dynamic date
activated, it will produce [[Januari 1]] [[2007]].

I removed the dependency because I've tested it in my local wiki and it worked
perfectly, and Indonesian Wikipedia do need it to be activated to make it easier
for our contributors to create links and to get rid of a lot of red links. Thanks.

This feature exists specifically as a compromise for regional date formats in
English.
