It might be useful to display the amount of database lag on certain special
pages such as watchlist and contributions. When the slave databases are behind,
people might feel better about a notice like

  "Edits in the last 15 seconds may not yet appear on this list."

than just having things be missing.

Fixed in r22242. This can be added to other pages with ease, if deemed appropriate.
