MediaWiki:Upload-url points by default to 'Special:Upload'. On Commons, I want to change it to 'Commons:Upload' for English interface only. I created MediaWiki:Upload-url/xx for all language codes, and made them say 'Special:Upload'. Then I changed MediaWiki:Upload-url to 'Commons:Upload'. But it changed the link target for ALL language interfaces. So it seems that the Upload-url/xx pages are being ignored. see e.g. http://commons.wikimedia.org/w/index.php?title=MediaWiki:Upload-url/ug&uselang=ug (Most ug messages are not defined, so they default to English) This messages behaves inconsistently when compared with the other messages in MediaWiki:Sidebar, i.e. mainpage, welcome-url, portal-url, village pump-url, helppage, contact-url. If this behaviour is not changed, then it means the Commons interface can't be updated for English without updating it for all other language interfaces. This is very painful for a multilingual wiki which nonetheless has a large English-speaking userbase. thankyou.

Note this is not a default message created by MediaWiki. It's one we invented to move the upload link from the toolbox to the sidebar, which probably (?) explains why it was never whitelisted. thanks.
