I would like to request the ability to move categories en masse; that is, I
would like a feature where administrators can "move" a category to a new name
without having to delete the original category and start from scratch. This
would simplify the process of renaming improper cats exponentially by cutting
down on the amount of manual changes.

For example:
1) An administrator looks at "Category:World War 2" and realizes that it should
be "Category:World War II".
2) The administrator hits the "Move" tab at the top of the page. The Move
Category page would have the same fields as the Move Articles page.
3) The administrator enters the new category name, "Category:World War II".
4) All articles tagged to go within the old category are instantly changed to go
in the new category.
