When you start to edit a page, a JavaScript should automatically run to scroll
your screen down about an inch.  That way the toolbar and the edit box will be
flush against the top of your screen.

That would interfere with general functioning of the site and be rather
distracting (eg clicking along the tabs from one view to another), so my
inclination is to say no on this.

I agree.  It would obscure "you have new messages", those giant warnings about How Not to Edit on 
enwiki, etc.

...not to mention the goddamn irritation of having a web page decide how it's
going to show itself on my computer, instead of how I would like.
