I'd like to see a new magic word that will specify a location for a TOC without
forcing a TOC to appear. This would be useful when you know where you want your
TOC to appear, but the article doesn't yet have enough sections to warrant a TOC.

Suggest __TOCLOC__ as the magic word.

With __TOC__ you can choose the location of the TOC.

I do not know when it was added, so make this as fixed, because it is a old bug.
