Due to the recent enabling of CAPTCHAs on the English Wikipedia, I've been
creating accounts for anonymous users.  I just hit the 6 accounts/day limit.  As
long as the accounts are created while logged in as a sysop, they should not
count against an IP's X accounts per day.

This bug is not fixed. I'm a sysop on en.wikipedia, which is at r21537, but 
I've just hit the account-creation throttle. All 6 creations show up in my log 
as being done whilst logged-in into the sysop account. Is 
$wgRateLimitsExcludedGroups set correctly on en.wikipedia, or is it a different 
problem?

r20158 got the test in isPingLimitable() backwards. Fixed in r21636.
