When I attempt to enter a page containing any special characters (open/close quotes, 
etc.), I'm directed to a blank screen and the edits are not stored. Happens in both 
Ie7 and firefox.

I am running two wikis on this server, one with 1.6.2 and one with the latest build. 
The 1.6.2 install does NOT have this problem.

Am using UTF-8 encoding.

a wild guess: there's a problem with the encoding in mysql. look at the mysql
error log.

Also check PHP error log / Apache error log (fatal errors, memory errors, etc)
