Here is somthink odd because this is contradictory. Is this 
related to the fact that the article name 
[[User:Gangleri/tests/Timişoara]] is not UTF-8?

I don't see anything unusual.

When I first visited the category, the mentioned user page was not 
listed in the category. After editing the page, it shows up just fine. The 
categorization is not directly in the page, but in a linked template (a 
situation likely to cause updates to fail).

Closing as 'WORKS FOR ME'; please provide more detail on what is 
"odd" if there's still something wrong, preferably a screen shot.
