In MediaWiki 1.9.0 one sees

  Installation successful! Move the config/LocalSettings.php file into
  the parent directory, then follow this link to your wiki.

OK, but don't you want to remind them _here_ (too again perhpaps) to
change the permissions? Else it will be left

Added a reminder in r22846. A warning was presented to users who appeared to be using a locked-down configuration indicative of shared hosting environments, but nothing for regular users.
