Pretty self explanatory - get rid of the SQL twiddling by hand and make interwiki prefixes:
(a) easily visible for all users so they can use the right interwiki link syntax instead of hard URL
prefixes when they create / edit articles.
(b) directly editable by those users with appropriate admin rights.
The code in the abovementioned URL gets close, but perhaps needs to be given the official once-over by
the core MediaWiki team to implement it the "right way"

Not a duplicate. One request is asking for an administration interface, one is
asking for a mapping interface.
