In DefaultSettings.php, we see

Limit images on image description pages to a user-selectable limit. In
order to reduce disk usage, limits can only be selected from a
list.... $wgImageLimits = array ( array(320,240), array(640,480),...
reduce disk usage, the values can only be selected from a list.
$wgThumbLimits = array( 120, 150,

What mystifies users in Preferences is: why don't you offer a choice
to turn images off altogether?!

OK, users are supposed to know how to turn that off by some other
means perhaps. Well at least mention that there in Preferences.

The impression is that there are the Mediawiki programmers, sitting
there sipping their milkshakes, assuming all users have a
use/need/want for images.

At least to appear to care that some users have no use for images,
offer a additional click box "no images at all", or say how otherwise.
