In [[Special:Userlevels]] in 1.4, to make other admins you need "userrights"
access. However, this also allows you to add new groups and change the structure
of the existing groups. These two things need to be split. I might trust someone
to add a new sysop, but not trust them to decide what sysops can do or whether
anons should be allowed to edit.

Looks like we need to split the interface in two group.

Implemented in cvs HEAD.

Everything related to group management is now in Special:Grouplevels

You should run the updater to get 'grouprights' level added to your
existing groups (sysops / bureaucrat).
