Running MySql 4.1.7, Php 4.3.9, Apache2; if you've assigned a password to root in MySql, it will not created the databases, even when you enter the root password in the field. I know that much.. But it still wont create the Localsettings.php file in \config. Without a blank root password it does create the user and databases in MySql however.
If you've compiled PHP against the MySQL 4.1 client libraries, it should work fine. If you have already done this, please provide more detailed information, since as the output from the installer script as requested at the top of the output from the installer script.
