Wikimedia Bugzilla is closed!

Wikimedia has migrated from Bugzilla to Phabricator. Bug reports should be created and updated in Wikimedia Phabricator instead. Please create an account in Phabricator and add your Bugzilla email address to it.
Wikimedia Bugzilla is read-only. If you try to edit or create any bug report in Bugzilla you will be shown an intentional error message.
In order to access the Phabricator task corresponding to a Bugzilla report, just remove "static-" from its URL.
You could still run searches in Bugzilla or access your list of votes but bug reports will obviously not be up-to-date in Bugzilla.

It seems as though both the Special:Specialpages title name for
'Special:Newimages' and the text at the top of Special:Newimages are both
populated by the same MediaWiki:Newimages system message.

It would be impossible for someone wanting to add a multi-line message at the
top of Special:Newimages without making an absolute mess of Special:Specialpages

Example above as "TESTGallery of new files".

Could this be broken into 2 messages so that one can be modified without
affecting the other?

As far as I understand, this report refers to the title message, which is
standard for all special pages - it's the name of the page, in this case,
"newimages". Your problem, as I understand it, is wanting to be able to add some
message to the top of the page.

Would it be acceptable if we were to introduce a new message,
"newimages-header", which would be included (as wikitext) at the top of the page
above the navigation form? This would be excluded when the special page is
transcluded, of course.

If I've misunderstood the problem, as I fear I have, please clarify if possible.

Yeah, that should be fine. I was hoping for something like MediaWiki:Uploadtext.
A new 'newimages-header' should be fine. :)

Isn't it the already existing [[MediaWiki:newimages-summary]]?
