Please activate Special:Import on de.wikibooks.

I speak with with 2 other administrators from de.wikibooks and they also think
that this feature is usefull for us.

What import sources should be configured, i.e. which wikis do you want to be
able to import from?

Let's think a moment.

German Wikipedia
German Wikiversity (I know that the license are diffrent, but when a Book is in
the wrong project or it's dubble licend is it usefull)
Englisch Wikipedia
Englisch Wikibooks

I think that's all at the moment.

I can not enable it for German Wikiversity cause the interwiki
does not exist.

Is it possible to enable de.wikibooks -> de.wikibooks?
It's usefull for splitting pages. (That happens very often in Wikibooks)

Wouldn't it be better to use the Duplicator extension for that?

added 'v' to import sources; please open a separate bug if you want an 
extension installed.
