User pages ending with .css or .js are considered CSS/JS subpages no matter if
they're really subpages or not.  Since the check for whether someone can edit a
user CSS or JS subpage tries to match something like /^User:<editing user>\//
against the title, non-sysops (even User:Foo.css himself) can't edit User:Foo.css.
