Behind the cheery "Import succeeded!" emitted by Special:Import are
the realities: any imported page with a timestamp equal or earlier to
the current one in the database will not do what you want. It perhaps
is technically, yes, imported, but at least you could emit "Warning:
current version remains newest" or something in the HTML results
message.

Unrelated: my notes say "also importTextFile.php doesn't return an
error to the shell upon failure." Not sure if I reported/you fixed yet.
