Please active [[Special:Import]] function on french Wikiquote which was just
reopened today. The communauty needs this functionnality for building this project. 

We want from : 
* french wikipédia
* french wiktionary
* french wikisource
* french wikibooks
* french wikinews
* french wikiversity
* meta
* English wikiquote

We also want the creation of the following namespaces :
* Transwiki
* Discussion Transwiki
