The recent undo implementation (Bug 6925: History patching: allow old edits to be reversed) is available to non-sysops, while the normal undo is for sysops only. Surely this is not intended.
I see no harm in it, since the user still has to perform a manual save, so it's not quite like rollback.
It has much more in common with manual revert (go to old revision, click a button, enter edit summary, save) than rollback (click a single button straight from revision/history view), so it's only logical that mere peons should get it.
